How does USCN afford to pay for your call and provide public safety cameras?

To answer honestly, we don't, well not in the traditional sense anyway. Instead we pay for unlimited outbound calls at a fixed monthly, which allows us to use a callback system that limits the inbound freephone cost to around £0.04 per call, using call backs allow the caller the freedom of not being on hold and allow us to use our unlimited outbound minutes instead of the freephone inbound cost other then setting up the call back, meaning we have cut down our freephone costs up to 98% on a one hour call - so more funds can go in to buying hardware whilst still allowing anyone to contact us even without inclusive minutes. 

We also use time-based routing to only connect freephone calls between 8AM and 8PM, outside these hours the call does not connect.
